Even fantasy is based on the way humans behave in the real world. To flesh out your characters, give them a backstory, a circle of friends, family, and then use your experiences with others to help you come up with reactions.
For instance, you may have observed that there are certain types of people - laid back, friendly sorts who seemed to be bothered by very little; high-energy go-getters who have no understanding and little tolerance for those who are less ambitious; opinionated sorts who have decided their conclusions about everything in life is better and smarter than everyone else's who disagrees with them; placaters (peace-makers) who can't help but try and soothe ruffled feathers; etc. Decide what drives your characters and then have them interact with the various types you've observed and based on your characters' backgrounds, life experiences, family circumstances, or whatever, you'll be able to have them behave in a way that your readers can recognize and relate to.
There are also books, blogs, and various articles about this topic, but I've always found the best place to start is with what you know.
